The passage of the 2014 budget may face another delay following the observation by members of the House of Representatives that the budget preparation process was not inclusive among ministries, department, agencies (MDAs) of government and the Budget Office leading to disparity in revenue projection.
This is just as the lawmakers queried the Federal Airport Authority of Nigeria (FAAN) for remitting only N130 million out of its N36 billion generated in 2013.
This came up during yesterday’s continued meetings between the Abdulmumin Jibrin-led committee on Finance and some independent revenue generating agencies on the 2014 revenue framework.
The committee noted that submissions by the Nigerian Maritime Administration and Safety Agency (NIMASA) and FAAN on their revenue output in the past three years and projection for 2014 clearly shows that there was no interface among the agencies as the version submitted from the budget office and theirs were different.
Jibrin noted that from the presentation made so far by the MDAs, it will be easily interpreted that the 2014 budget as presented to the parliament is not a realistic one since financing will be an issue and would lead to piling up of debts.
“Going by what we have just heard, it shows that the budget may only accumulate debts,” he noted.
Going further, he stated, “The budget office submitted a document for revenue projections for the 2014 budget but there are some of the agencies saying no.
For instance, the budget office projected the revenue of FAAN as N17.2 billion but FAAN is saying they projected N56 billion with a view to remitting N500 million”.
